Governor Asa Hutchinson has updated the list of people eligible to receive the COVID-19 vaccine during the 1B and 1C phase of vaccination. Below is a detailed list of everyone currently eligible to receive the COVID-19 vaccine.
People 65 years of age or older.
People with intellectual and developmental disabilities.
Intellectual and developmental disabilities (IDDs) are disorders that are usually present at birth and that negatively affect the trajectory of the individual’s physical, intellectual, and/or emotional development. Many of these conditions affect multiple body parts or systems. Examples include Cerebral Palsy, Down Syndrome, Fragile X Syndrome, and Autism Spectrum Disorders (ASDs).
Police Protection, Fire Protection, and other First Responders.
Activities in this sector include criminal and civil law enforcement, police, traffic safety, and other activities related to the enforcement of the law and preservation of order. This sector comprises government establishments primarily engaged in public order and safety (except courts, police protection, legal counsel and prosecution, correctional institutions, parole offices, probation offices, pardon boards, and fire protection). These establishments include the general administration of public order and safety programs. Government establishments responsible for the collection of statistics on public safety are included in this industry. This sector also comprises government establishments primarily engaged in firefighting and other related fire protection activities. Government establishments providing combined fire protection and ambulance, or rescue services are classified in this sector. This sector also comprises establishments primarily engaged in providing food, shelter, clothing, medical relief, resettlement, and counseling to victims of domestic or international disasters or conflicts (e.g., wars).
Education
Activities of this sector include providing instruction and training in a wide variety of subjects. This instruction and training are provided by specialized establishments, such as schools, colleges, universities, and training centers. These establishments may be privately owned and operated for profit or not for profit, or they may be publicly owned and operated. They may also offer food and/or accommodation services to their students. Educational services are usually delivered by teachers or instructors that explain, tell, demonstrate, supervise, and direct learning.
Food and Agriculture
Activities of this sector include growing crops, raising animals, harvesting timber, and harvesting fish and other animals from farms, ranches, or the animals' natural habitats, as well as transforming livestock and agricultural products into products for intermediate or final consumption.
(Note that this category does not include food service workers. That group is in Phase 1-C.)
Corrections
Activities of this sector include managing and operating correctional institutions, which are generally designed for the confinement, correction, and rehabilitation of adult and/or juvenile offenders sentenced by a court.
Houses of Worship
Activities of this sector are operating religious organizations – such as churches, religious temples, and monasteries – and administering an organized religion or promoting religious activities.

Transit Workers (Public-Facing)
Activities of this sector include providing transportation of passengers.
(Note that all other airport workers are in Phase 1C.)
Postal and Package Delivery Services
Activities of this sector include the carriage of letters, printed matter, or mailable packages, including acceptance, collection, processing, and delivery, as well as the provision of intercity, local, and/or international delivery of parcels and documents, including express delivery services.
Grocery Store and Meal Delivery
This industry group comprises establishments primarily in retailing a general line of food products.
Industries in the Food and Beverage Stores subsector usually retail food and beverage merchandise from fixed point-of-sale locations. Establishments in this subsector have special equipment (e.g., freezers, refrigerated display cases, refrigerators) for displaying food and beverage goods. They have staff trained in the processing of food products to guarantee the proper storage and sanitary conditions required by regulatory authority.
This industry comprises establishments primarily engaged in retailing new goods in general merchandise stores (except department stores). These establishments retail a general line of new merchandise, such as apparel, automotive parts, dry goods, hardware, groceries, housewares, and home furnishings, with no one merchandise line predominating. Establishments known as warehouse clubs, superstores, or supercenters are included in this industry. Examples: Dollar stores, General stores, Superstores (i.e., food and general merchandise), Warehouse clubs (i.e., food and general merchandise).
This industry comprises establishments primarily engaged in the collection, preparation, and delivery of food for the needy. Establishments in this industry may also distribute clothing and blankets to the poor. These establishments may prepare and deliver meals to persons who by reason of age, disability, or illness are unable to prepare meals for themselves; collect and distribute salvageable or donated food; or prepare and provide meals at fixed or mobile locations. Food banks, meal delivery programs, and soup kitchens are included in this industry.

Manufacturing
Activities of this sector include the mechanical, physical, or chemical transformation of materials, substances, or components into new products.
Essential Government Workers
Activities of this sector include administration, management, and oversight of public programs by Federal, State, and local governments. These agencies also set policy, create laws, adjudicate civil and criminal legal cases, and provide for public safety and for national defense. In general, government establishments in the Public Administration sector oversee governmental programs and activities that are not performed by private establishments.
People ages 16 to 64 with health conditions that increase their risk for severe COVID-19.
Essential Workers in:
People residing in high-risk settings
